Swati Birla is a transformational business leader, healthcare innovation executive, and strategic growth expert with more than 15 years of experience driving enterprise-wide transformation across healthcare, digital health, research administration, finance, and commercialization. As Founder and Chief Executive Officer of MedSoftec, she partners with healthcare systems, academic medical centers, industry leaders, and global stakeholders to develop innovative solutions that improve operational performance, accelerate growth, and enhance patient outcomes.



Recognized for her ability to bridge strategy, technology, and execution, Swati has successfully led complex initiatives spanning healthcare digital transformation, artificial intelligence, business operations, grants administration, and innovation management. Throughout her career, she has secured and managed more than $9 million in federal grants, overseen $5 million+ in revenue-generating contracts, and supported over 46 Cancer Prevention and Research Institute initiatives, including contributions to the nation's leading cancer research and prevention programs. Her leadership has helped organizations achieve more than 200% revenue growth while advancing mission-critical healthcare innovation.



A proven architect of transformation, Swati has delivered over $15 million in cost savings, led $20 million in enterprise simplification initiatives, and created more than $30 million in commercialization and revenue opportunities through the strategic development and deployment of healthcare technologies. Her expertise includes digital health, artificial intelligence, operational excellence, strategic planning, change management, and cross-functional leadership.



Swati is deeply committed to shaping the future of healthcare through responsible innovation and AI-enabled transformation. She has completed advanced executive education and professional training in AI-Driven Healthcare Transformation through Harvard Medical School, including specialized studies in Artificial Intelligence in Healthcare: From Strategy to Implementation and Leading Digital Transformation in Healthcare. She is also pursuing executive credentials in Digital Innovation & Strategy and Entrepreneurship & Innovation through Harvard Business School, further strengthening her ability to guide organizations through rapidly evolving healthcare and technology landscapes.



Beyond her executive leadership responsibilities, Swati serves on multiple boards and advisory organizations. She is a Board Member of Rice Business Partners at the Rice Business, where she contributes to advancing business leadership, innovation, and executive engagement. She also serves as an Executive Board Member for Fight Cancer Global, MedSoftec, and Houston Community College. She is a frequent speaker and invited guest at ViVE, HLTH, and major Houston Medical Center leadership forums, where she shares insights on healthcare transformation, artificial intelligence, digital innovation, and the future of patient-centered care.

Ms. Fang is the Chief AI and Data Officer at MedSoftec, leading AI and Data strategy and product roadmap end-to-end, reporting to CEO.

Ms. Fang is the Co-Founder and Co-Chair at AI in Healthcare Compliance and Certification Institute (AIHCCI). AI/ML-based systems are transforming all areas of healthcare (Clinical Decision Support, Tele-Medicine, Pharmaceutical, Life Science, and Healthcare Revenue Cycle Management).


Before co-founding AIHCCI, she was Chief AI Officer at Change Healthcare, leading all AI activities and building a large top-talent AI team. She delivered AI-First Healthcare Platform and comprehensive portfolio of AI solutions for healthcare. Prior to Change Healthcare, she was Founder and Head of AI Labs, VP Technology at Expedia Group (EG), where we built the EG AI platform for online travel marketplace and 20+ conversational AI products in 10 languages in under a year.


Ms. Fang hold a Ph.D. in Computer Science, AI, specialization in Neural Networks for combinatorial optimization. She held several applied AI research positions, worked on Neural Networks for speech recognition; NLU/NLP; image compression; handwritten text recognition; network device config; traffic trend prediction; and failure detection/prediction.

Ms. Fang have 10 US patents, 20 IETF RFCs, and 100+ publications in AI and Networking, including IEEE/ACM articles, conference papers, and keynotes.
