Swati Birla is a visionary business operations and innovation executive with over 15 years of experience leading strategic management, healthcare digital transformation, finance, and grants administration. As Founder and Chief Executive Officer of MedSoftec, she partners with global stakeholders and Houston Medical Center leadership to deliver pioneering solutions that transform healthcare operations, drive efficiency, and create measurable value.


Her leadership has secured and managed more than $9M in federal grants, $5M+ in revenue contracts, and supported over 46 Cancer Prevention “President’s Moon Shots” initiatives—achievements that contributed to a 200%+ revenue increase. Known for her servant leadership style, Swati builds consensus across interdisciplinary teams, fostering collaboration that accelerates innovation and aligns with institutional mission.



A proven change agent, she has delivered $15M in cost savings, implemented $20M simplification projects, and created $30M revenue opportunities through commercialization of medical technologies. She is also a trusted partner for digital health and AI-driven healthcare solutions, spearheading initiatives that optimize resource utilization and accelerate time-to-market for life-changing products.

Swati holds an MBA in Finance and Information Systems Management and is currently completing an Executive Credential in Digital Innovation & Strategy and Certificate in Entrepreneurship & Innovation at Harvard Business School. She serves as Executive Board Member for Fight Cancer Global, MedSoftec, and Houston Community College, and is a frequent invited guest at VIVE, HLTH, and Houston Medical Center leadership conferences.


Luyuan Fang, PhD Chief AI and Data Officer, CTO,

Ms. Fang is the Chief AI and Data Officer at MedSoftec, leading AI and Data strategy and product roadmap end-to-end, reporting to CEO.

Ms. Fang is the Co-Founder and Co-Chair at AI in Healthcare Compliance and Certification Institute (AIHCCI). AI/ML-based systems are transforming all areas of healthcare (Clinical Decision Support, Tele-Medicine, Pharmaceutical, Life Science, and Healthcare Revenue Cycle Management).


Before co-founding AIHCCI, she was Chief AI Officer at Change Healthcare, leading all AI activities and building a large top-talent AI team. She delivered AI-First Healthcare Platform and comprehensive portfolio of AI solutions for healthcare. Prior to Change Healthcare, she was Founder and Head of AI Labs, VP Technology at Expedia Group (EG), where we built the EG AI platform for online travel marketplace and 20+ conversational AI products in 10 languages in under a year.


Ms. Fang hold a Ph.D. in Computer Science, AI, specialization in Neural Networks for combinatorial optimization. She held several applied AI research positions, worked on Neural Networks for speech recognition; NLU/NLP; image compression; handwritten text recognition; network device config; traffic trend prediction; and failure detection/prediction.

Ms. Fang have 10 US patents, 20 IETF RFCs, and 100+ publications in AI and Networking, including IEEE/ACM articles, conference papers, and keynotes.
